Shaping Tanzania’s Investment Future: TAPBDS Participates in Launch of Investor Service Providers Guidelines

On 28 November 2025, TAPBDS joined investors, policymakers and key stakeholders in a high-level meeting organized by the Tanzania Investment and Special Economic Zones Authority (TISEZA) and honored by Hon. Prof. Kitila Mkumbo, Minister of State, President’s Office – Planning and Investment. The event, held in Dar es Salaam, marked the official launch of the Investor Service Providers Guidelines alongside the inauguration of TISEZA Board of Directors.

For TAPBDS, participation in this forum underscores its growing role as one of the leading actors in the national investment and business development ecosystem. The meeting addressed the critical question of why structured investor support is essential for Tanzania’s next phase of economic growth. In his keynote speech, Prof. Mkumbo outlined the government’s strategic direction to position Tanzania as a premier investment destination, emphasizing the need to attract both local and foreign investors, build a sustainable and resilient investment system, and strengthen a culture of saving and investment among citizens.

The guidelines for Investor Service Providers set out how professional intermediaries—such as TAPBDS should operate to support investors more effectively, from project preparation and advisory services to aftercare and linkage to local businesses. Prof. Mkumbo also called for a proactive public sector that works hand-in-hand with service providers to drive business growth and unlock opportunities across strategic economic sectors, including agriculture and agribusiness. In his remarks, Hon. Prof. Mkumbo also pinned the government’s focus on inclusive and youth-led investments to boost youth employment. Establishment of Youth Investor Resource Centres, Youth Innovation-led Investment Hubs, Setting Up Industrial Parks and Improved Access to Finance for youth are among strategic initiatives to be implemented. 

By engaging in this process, TAPBDS is not only observing policy shifts; it is helping to shape practical pathways for investors and entrepreneurs to connect, collaborate, and build ventures that contribute to inclusive, sustainable development in Tanzania.
